It allows all residents of the state of New York to apply for non-commercial driver’s licenses or learner permits without providing proof of legal residence or presenting a Social Security Number. Prospective drivers will still need to provide documentation that verifies their name, date of birth, and residency in the state of New York. Verification can be achieved by presenting a valid foreign passport, consular identification document, foreign driver’s license, a Permanent Resident Card, Employment Authorization Card, foreign birth certificate, foreign marriage or divorce record or a Border Crossing Card.
